Duties

a) To carry out works & studies to determine the human resources policy of the General Directorate, to make and implement plans and programs in accordance with this policy,

b) To make the annual staff plan of the General Directorate, to prepare a proposal for the cancellation and creation of the occupied / vacant positions,

c) To prepare the approvals to be obtained from the Ministry Office regarding the organization of the central and provincial organization of the Directorate General,

ç) To carry out the appointment, promotion, relocation, discipline, investigation and other personal procedures of the central personnel of the General Directorate and the provincial personnel appointed from the center,

d) To prepare the letters of consent request and assignment proposals of the personnel of other institutions and organizations regarding open and post appointments, and the letters of opinion regarding the consent of the personnel of the General Directorate,

e) To prepare approval and assignment letters to be obtained from the Ministry for the personnel who will participate in training, meetings, conferences, seminars, and commission memberships to be held in Turkey or abroad, to determine the standardization of documents and reports to be prepared as a result of the studies and to archive them,

f) To keep statistical records of all kinds of information regarding the headquarters and provincial personnel and to report them by making the necessary analysis, to keep all kinds of written information, documents and documents,

g) To follow the leave procedures of the personnel of the Directorate General, the degree / level and staff transactions, declaration of goods, entry card-identity document, assignment, military service, etc. to carry out the transactions in coordination with the Ministry units,

ğ) To open and conclude the qualification and promotion exams for the titles of the personnel of the central and provincial organization of the General Directorate,

h) To determine the training needs of the employees of the Directorate General on the basis of titles and to provide the necessary training in coordination with the Ministry's departments, and to ensure that the necessary training programs are created and implemented within the scope of career planning,

ı) To coordinate the procedures regarding the transfer of authority,

i) To carry out the procedures regarding the question motions from the TGNA and determined to remain in the jurisdiction of more than one department,

j) To determine the procedures and principles regarding the administrative structuring, job descriptions, powers and responsibilities, duties and works of the provincial technical personnel, and the standards, principles and methods regarding technical transactions by working in coordination with the relevant units.

k) To coordinate the petitions submitted to the Ministry (General Directorate) within the scope of the Law No. 3071 on the Exercise of the Right to Petition and the Law No. 4982 on Right to Information,

l) To coordinate electronic messages from the Information Acquisition System by the Presidency Communication Center (CİMER), Press and Public Relations Office,

m) Coordinating the procedures regarding the letters and petitions sent to the Directorate General of the Ministry and transferred to the General Directorate due to their relevance,

n) To present suggestions to the departments on measures to reduce telephone and visitor traffic by monitoring the public relations office activities,

o) To carry out the necessary analyzes regarding the applications, messages, complaints and petitions and to report the results.
