DUTIES

DUTIES OF THE DIRECTORATE OF NATIONAL PROPERTY

In addition to the powers granted by special laws, General Directorate of National Property is the notified body in terms of the assets of the Treasury.

The duties and powers of the General Directorate of National Property are specified in Article 101 of the Presidential Decree No. 1 on the Presidential Organization. These duties are as follows:

a) To carry out services related to the management of immovables under the private ownership of the Treasury and places under the jurisdiction and possession of the State, in cooperation with other public administrations,

b) To ensure the selling, leasing, bartering and establishing of limited real rights on the immovable under the private ownership of the Treasury, as well as leasing the places under the jurisdiction and disposal of the State and granting permission to use these places when deemed necessary,

c) To carry out the procedures of appropriating movable and immovables and rights to the Treasury that need to be transferred to the State, to ensure the registration of immovables and liquidation of movable properties

ç) To liquidate the structures and facilities belonging to public administrations other than the Treasury, to determine the principles and procedures for liquidation concerning the immovables under the private ownership of the Treasury and those required to be used for public service from places under the jurisdiction and possession of the State, along with the allocation to public administrations and canceling the allocation in case the purpose of allocation disappears or is used for misuse;

d) To manage the houses belonging to the state and to determine the policies regarding the management of the houses belonging to the public administrations, to determine the rent and fuel prices and the principles of operation, maintenance and repair of public houses in Turkey and abroad on an annual basis,

e) To ensure the keeping of the inventory records of immovables owned by the Treasury, as well as determining the procedures and principles regarding the inventory records of the immovables of other public administrations,

f) To ensure  that the places expropriated by public administrations within the scope of the general budget are registered in the name of the Treasury,

g) To carry out the relevant procedures and to finalize the liquidation of the money, goods and rights that are required to be confiscated in accordance with laws and treaties,

ğ) To sell out of service movable property of public administrations within the scope of the general budget,

h) To determine the management principles of immovables belonging to public administrations,

ı) To express opinions on the draft legislation to be prepared by public administrations regarding the acquisition and management of real estate,

i) To work on determining the policies regarding public goods,

j) To carry out the duties assigned to the Ministry by the relevant legislation in the matters falling within its field of duty,

k) To take the necessary measures to bring the receivables in the field of duty to the collection stage by following up on time and in accordance with the legislation,

l) To inspect, audit, examine and investigate the organization and its field of duty through its experts and to establish audit groups in large provincial centers deemed appropriate in order to carry out these works,

m) Within the scope of projects whose implementation procedures and principles are determined by the President; Developing and appraising immovables under private ownership of the Treasury and under the jurisdiction and disposition of the State, buying, bartering, expropriating and consolidating immovables owned by individuals

n) To perform other duties assigned by the Minister.
